OK my web page fills my whole screen and looks good but on other screens with different resolution it looks different and not so well placed
How do I fix this ?
( I think I want it to scale with pixels and not resolution that's only a guess and I don't know how to do that any way )

its no big deal on this site but As you can see on some screens it fits perfect no white on others it has white borders and on others you have to scroll left and right to see it all
I have looked at other site and some actually scale with what ever there viewed with
is there a way to do this ?

Your using VSD so you need to go to the top of the design screen and click on "Settings" then "Back ground Fill Properties" then " Continue the page background fill".
I can't hear what I'm looking at.

That's done with your page width. Best to keep your page below 1100.
