I know this kind of defeats the purpose of responsive design but is it possible to make a desktop only design? Or work desktop-down instead of mobile-up?

I'm currently building a site on the last breakpoint but when I preview and shrink the window it shows the lower breakpoint versions which are pretty much bare. Is there maybe a way to make it ignore the lower breakpoints and just keep displaying the desktop version?

Not really, but if you use the breakpoint toggler & disable all breakpoint then move it breakpoint slider to a high position, it will help you to get started.
