Is there a network of CoffeCup experts/advisors to contact?
Have a request to create a specialized web page to publish construction progress photos
to be accessed by client from a specific project. Have to upload images weekly to build a
index visual based system, so client can go in at any time and check progress of construction.

Here are several experts, it depends on what kind of expertise you need. By the sound of it you need a CMS, but maybe what you want can be achieved using the CC form builder. Wait until Eric turns up here, he seems to have found all the ins and outs of the form builder

Possibility of using SDRIVE STREAM so images can be uploaded from a mobile device via email, instantly , with more than one person having ability to upload at any time.

S-Drive Stream may work as Viv pointed out, and you could actually have them get the Power Post App here on CoffeeCup which is fairly cheap and gives you the ability to upload right from your desktop to the Stream using the app. Very nice app. Stream is a bit messy at times with the CSS, but if you pick a theme and stick with it without editing it it would work great. Power Post is a pretty slick little program. You can also upload right from your Email, but that does pose a problem at times with image sizes.

Pick a big Theme, full page rather than trying to Iframe a small one and you probably would be all set to go, and that would be free if it's using your account, or have your client create an account here and they would also have a free Stream. It's a win win situation, CC makes a Power Post sale, your client gets a way to update a blogs of job status reports and images

I agree, with S-Drive Stream and S-Drive Albums too, you can achieve what you need. The stream can be like a blog but with go faster stripes so to speak - you can upload, edit and post on the fly using any browser, a phone or the handy CC Power Post app: http://www.coffeecup.com/power-post/.
