I am a newbie or so I've probably read it here and don't realize it; however, here is what I'm needing assistance with. What I have is in Bold each already linking to each page and each heading (in bold) will have its own drop down. What I need to happen is what is not in bold (south central north) I can link them to their own page(s).

Did you try the built in CSS menu maker in the HTML Editor?

The other option is to use CC's DHTML menu maker. It is free. You can run both it and VSD together and it works well. Only have to drop the code in the html box. No CSS file to load.
Other than that both do about the same job. The CSS menu maker uses less code, same creation method. Both work great.

I'm working on the DHTML drop-down menu and it tests out fine in "preview" mode of the DHTML Menu Builder... but when I put it in my HTML Editor and then "preview" it, the sub menus stick to the top of the page and cover up the parent menu when I hover over them. ;(
I'm sure there's a very simple answer, but I'm new to this and can't figure it out...
Help?

I'm sorry to maybe ruin your day, but the DHTML menu is old technology which is not supported any more. There are problems vs some browsers, e.g. in Opera it doesn't display at all.
A much better solution, which can be made to look exactly like the menu you have created, is the built-in css menu in the HTML Editor. Give it a try, and if you run into positioning problems, give us a shout, and we'll help.

How do I get to the page on which I want the drop menu to appear? When I open the HTML editor, and go to the folder where the site is stored on my computer, the file doesn't show up. I know it's user error - I just don't know how to fix this?
Which file does not show up? The page you want to edit? If so, what format it the file in?

If you don't have a project setup do so.
At the top of the editor click on "My Websites" then click on "New Website Project". Now fill in the information about your site. I keep all my sites in the project folder but you can setup your site project to the current location of your site where it's located on your pc now.

I am also trying to create a drop down menu, here's the issue... I am using Visual Site Designer, and I cannot figure out how to make a drop down menu in VSD. I can make one in HTML Editor, but because my site has already got coding for the CSS, I can't exactly clear it out to put the menu in, so now I am lost
