How odd, since The People within so-called democracies theoretically have the power to rescind such nonsense. It's just as my favorite political-economic writer, Bill Bonner, says: "Under democracy, the people get the government they deserve."
There is money to be made in helping people and companies with compliance problems. As Big-G Government expands and becomes ever more intrusive (Gee, I think I'm exposing my libertarian bent here.), The People need assistance and protection from it, and many will pay for that.
I live in Massachusetts, particularly intrusive among the 50 United States of America. A pal who is a mid-level government functionary points out that crazy laws and regulations are burdensome not only to citizens but also to various government bureaucracies. Unfunded mandates galore! He suggests picking a served market (i.e., a municipality, a state or the entire nation), subscribing to registers (public information) that describe new regulations shortly to come on line, and then building and marketing applications that can assist the affected bureaucrats and/or the citizens.
Yes, it is rather disgusting, isn't it?

Yes, I looked just like that in 1962.
