If you can pick up and old copy of Microsoft Digital Image you will find it extremely easy to use and very powerful. It's a shame they discountinued it. I have. Photoshop and Elements. I consistantly use Digital Image because it is so quick, easy, and powerful. I have also recently been using an inexpensive program from San Serif...Photo Plus X2. I have been pretty impressed with it for the price.

My vote would be for Adobe Photoshop Elements 8 or Corel Paintshop Pro X3. Both are around $60 these days.
