I need someone to write a 15-20 page comprehensive manual on how to set up a computer room like an internet cafe. It also needs to have illustrations. I'm not paying huge bucks,...but something like...$75.00. Let me know if anyone is interested. :)

For $75 you might get more bang for your buck looking outside the US. Check out Vworker.com they have a good system.

I think that it depends where outside. In Italy you might get just one or two pages done for that sum of money. There are a number of online "employees" these days where you can check out the varying costs of copy writing (not copyright!) but it will often vary with the technical, legal content etc. More technical, more legal, more expensive.
I'm afraid I can't think off hand of many of the sites that do this, but they are just made up of loads of professional people offering their services over the net. And these professionals come from all over the world so the prices vary a lot for the same kind of job.

True, I was thinking developing and third world economies, like India, Pakistan, China of course you will need to proof the document. With the terrible grammar and spelling skills of some native english speakers that is probably necessary anywhere. Places like India with strong British influences will spell things a bit different like grey, and colour but those are easily changed.

I would recommend that you have the document created in something like MS Office and after any changes create the PDF yourself. Office 2007 has a free download/plug-in for making pdf's, and Office 2010 has native support. I also think that OpenOffice has native pdf support in the latest and greatest build, but I would have to suggest that you check with that community since my knowledge in that direction is less practical and more theoretical. I know that there are also some really good pdf printer drivers like PrimoPDF available for free. Tucows.com is a great resource.
