Bottom right is ok for me too, but on my laptop it opens too far bottom and too far right. I have to reposition it every time to be able to click on the buttons.

Although the matter isn't an irritant for me*, I think Bosco's suggestion is a good one, especially as in my experience Color Palette Manager, when run simply as a program outside Site Designer, does precisely what Bosco requests: it
(a) always opens itself where one last had it open on the screen;
(b) always, when one clicks on the 'Edit Color Palette' button, initially opens it in the middle of the main window of the program, and thereafter opens it wherever one previously put it.

I suspect Coffeecup have some other priorities.
Besides, who needs those fairground bells and whistles? Usually they only distract from the message that one is trying to convey to the visitors. But I'll admit that many designers can't resist to use their new toys.

Well if you know what you are doing and do it right but don't overdo it then animation can enhance the message and lead visitors to action whatever it is you want them to do. Some animation adds to visitors visual experience rather than looking at yet another brick in the wall site.
