Well actually you shouldn't be doing that nowadays in the responsive way of doing things a page has to evolve from mobile devices up to ver large monitors
I'm mobile devices a page that looks the same as on large devices will look squished up and not be a good experience for visitors. So you have to think about making the pages responsive and looking good.
Everything on the page can be the same images type etc but placed differently

Which brings me to the question as to why you want a page to be the same at all different sizes

it worked for me before, i dont care if there is black space at the bottom or to the sides

I would also agree with Wayan, I strongly discourage from building websites that are not responsive for many, many reasons here are a few of them.

1. Google and other search engines will de-rank your website.
2. You will come up in less search results.
3. Poor customer experience: trying to use old static websites to navigate around is a major pain especially on mobile devices which, for most of my clients, about 70 - 80% of the market viewing their website. You need to have a mobile ready website because your potential clients will just move on to the next search result if they find themselves pinching and zooming just to be able to navigate and read your content.
4. Perception is everything. Non responsive websites look dated by default no matter how much time you put into it.

I mean I guess if you don't care about all that and you just want to have a fixed position website because you like the way it looks all the power to you. SD4 will not be the tool you want to use to build it. You may have to look for other software that can achieve this for you.

Just one more snippet of advice and that is you also need to get your new when it's a finished site to be a secure (https:// ) address.

Nowadays this is no longer an option, even if you have nothing that collects or stores personal information on your site

Just for an example and to show it is possible to emulate your existing website page (as per screenshot) and you don't want to change/update your design layout I have made a quick demo of that page done in Site Designer.

You will notice that for the mobile devices (up to tablets/ipads etc, the left navigation is hidden and is opened by the menu hamburger thingy, the menu then slides in from the left & slides back out to the left. this is so your visitors don't have to scroll down to see the main content.
