try setting the menu itself z-index

it's hard to see because on the file you sent it works fine, but then there isn't anything else in there, so it's got to be something in the other bits in your full project file.

I have also done a sample for you to use if you want, at the moment it is done in RSD v2,5, but it should go over to SDv3 easily enough

Here is a screenshot from my ipad, portrait orientation. Maybe a wee bit more right and left margin/padding, so that it wraps one menu item earlier?

I notice that to get back to the Home page, you need to use the browser's back butten as many times as you have navigated around the site. One solution would be to add a Home menu item, another solution is to make the logo clickable to get back to the Home page.
The number of menu items seems a lot, and I think I would like to suggest that 'ALA Today' becomes a sub item under About us. Further I think you can safely remove the Girls state, as it appears both on the index page in one of the columns, and also as a sub item under 'Programs'.

Can't help you with Samsung, this is an 'iHouse'. ;)

In the Element Tree, immediately below the button in question, is a container in which the first item is a list container, and I suspect that list container may be the problem. If one goes below the 403 breakpoint, say to somewhere in the 300's for that list container, the visibility is set to Hidden instead of Visible.

One can change that in the Layout section of the Styles Panel which includes the Visibility section.
