Is there any reference that can tell me which framework is best to use when???

Why do...or should we prefer one over another???

As well... once a site is started with one framework...can it be changed to another??? Just learning SD3... !!

Thanks for the help.

The choice of framework comes down to preferences. If you are new to them all, and also new to SD3.x, I would suggest that you start with Foundation, simply because most people here are using it, so your chance of getting help - if you need some - is greater than with the other ones. I would also suggest that you read this tutorial with the videos, it takes you through the process of creating a basic website in Foundation:
