I think it may be because the links are not just to the part of the page to which the skip is made, but to the whole page.
For example, href="index.html#religion" reloads the whole page. I suspect that just href="#religion" would do the trick. In other words, in RSD, in the URL box for the link one enters (without the inverted commas) just '#religion'.

I hope I didn't confuse you too much when I mentioned the link pagename.html#idname
You put pagename.html#idname if you want to link to a specific place on a DIFFERENT page to which you are setting the link from.
If it's the SAME page as the link then just #idname is all you need.
