Anyways, for PayPal, I find that surprising that it gives you issues for verification because they have their own verification system built into their service. If you verify your bank account, that also verifies your address etc. That isn't acceptable there?
If you look at the person's information in PayPal, it will tell you if they are a verified account or not, if not I would turn them away too, but if so, that usually means they have verified their information and allowed PayPal to verify their bank account.
Paypal only confirms addresses in UK, USA, Canada, although other countries can verify their accounts, they just can't confirm their addresses , see below from Paypoooooo today by email
