I am starting to think that manipulating css dynamically may prove to be an interesting effect. The more I play with the interaction of html and php I am starting to believe that a lot can be achieved once you get the two handshaking. Making practical use of the method could be a very interesting project. I will need to find out a bit more of what HTML 5 allows and how talkative it can be.

For images, I found that making them 100% or 90%, or whatever to fill their column space was all that was needed to have them re-size with the rest of the design (a multi-column grid template).
Personally, I don't think I'll ever do much web browsing by way of a cell phone, but I see so many people now with their phones held an inch or so in front of their faces, oblivious to all around them – they're using their phones instead of laptops. So, I gotta move with the times and accommodate those little bitty screens

Responsive PHP? If it doesn't exist, I'm sure you'll create it!

I think I shall need input from someone in the know before I embark on that journey. I will have to see if I can have a loan of your grey matter. I can make phone calls with my mobile, how good is that.

I was in the same boat as you a couple of weeks ago but I am looking at this:
http://lessframework.com/
It give you a css file and what needs to go in html files.
All you've got to do is design site.
But see above my post of what else to add to css.

I've added that to my Responsive Design collection – Thanks, Keith!
After down-loading a half dozen or so grids/templates, I went with this one by Graham Miller:
