Can I use HTML editor to edit responsive website themes that were created in applications such as Wordpress, Drupal, Bootstrap 3, etc?

Hi Boilermaker, If you have access to the html files you can open them and edit them in HTML Editor. However most of these mentioned are CMS websites, why would you want to edit in HTML Editor?

Why not?
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

I see where you are coming from Steve.

You do not really edit cms pages. However I use the editor with WP to add to posts.
