This is a forum for users of CoffeeCup Software apps, so yes, you are barking up the wrong tree as far as Visual Studio is concerned.
Also, I don't know if any of the Coffeecup apps will be right for you, at least not without any amount of custom scripts and database support. What I'm thinking of might perhaps be the Form Designer in conjunction with Web Form Builder, if Eric, who is the script 'wizzard' around here, is able to help you make it work.

You maybe better off using an image map for what your wanting to do.
