I assume that the reference is to HTML Editor.
The File menu includes 'New From Theme/Layout...' which opens the Theme/Layout Chooser. With that open, it is probably best simply to experiment with the various themes available. When one chooses a theme, the next step asks whether one wants to start with it, add to a website project etc.
