My company wants a form created that emails submissions to a designated representative of my company as well as the submitter of the form, but they don't want the submissions stored in a database. Also, this form will be managed by non-coders, so that's why I was looking into form generators.

Is it possible for the Web Form Builder to not send the submitted info to a database?

Yes it can post to a database but you don't have to use that feature. As you posted you don't want it anyways.
