Can any one tell me some simple steps to build my website from development to publishing on the web without programming?

Have you checked the descriptions of any of the programs?

Download the Visual Site Designer, and give it a try. It is WYSIWYG, so place the text where you want it, place images where you want them, etc. It even has a built-in FTP to upload what you produce.

That takes care of the starter program. Design is usually done on paper to see where you want things, but some folks just put things into VSD and move things around until it looks like they want.

Ignore the previous post. There's a lot of reasons not to build a website entirely out of flash. Besides that, most of those site builders don't allow for html integration. What that means is your stuck with the options that THEY give you and can't add neat little "do dads" like calendars (called widgets) to your site. This also keeps you from serving ads on your site. Obviously this company needs sales for a reason when they have to spam on another competitors forum.
