css menu drops behind iframe when...

I have a webpage with 1 css drop menu. 1 iframe that will load html and pdfs. Menu works fine when iframe contains html, when loaded with pdf the menu drops behind pdf viewer. I have tried the z-index settings and nothing. Any help would be great!
