I need to make up a web form whereby visitors to the site are able to drag photos and a corresponding text description onto a single page. Is there any way I can do this with web form builder?

Web Form Builder has the ability to upload photos, but there is no drag and drop. You have to click a browse button to select the photo.

Miniboo What you are after is a type of members gallery. But consider this. People you do not know if given free range could upload any type of content so please consider most carefully as you could finish with rather questionable pictures and text. You have to consider editing content before display.

Now as Scott says you can upload photos and text with the editor but you will need a script to view and authorize those uploaded.
