Sorry Eric, I'm not being very clear. The form.cfg.php is there, just what you want me to omit is not. I searched the phrase 'values":[""]' in Atom within the file and nothing showed?

Search for time if that's the name of your time picker select.
Then scroll to finds is value array settings.
I can't hear what I'm looking at.

Make the time select required. Then make the first option say Choose Date First.
This will generate the ,"values":[""] to be removed.
