So now PayPal wants to hold payments for 21 days? Fraud my ars. They want three weeks of interest in their bank account. I might consider going back to 2Checkout or Google Checkout.

When some sellers receive payments, we may hold the money in a pending balance for up to 21 days to help make sure that there are funds in the seller's account to cover potential refunds or claims. The funds may be released early if PayPal determines that the transaction has been fulfilled and customers are satisfied.

Why would they need to evaluate or re-evaluate the seller? Shouldn't they be evaluating the buyers accounts? And if they see problems with funds not being available, BLOCK that buyer from being able to complete the transaction!
The other thing I see is - PP holds the payment (for up to 21 days), you receive the notice that product xyz has sold and payment has been processed, you now have to send that item out. Buyer receives product and calls bank to reverse transaction, you're SOL as we say. Only protection I see from this, would be to hold the item UNTIL PP releases the funds, now you're P'ing off customers.

What really p..... me off is that I (as both a seller and buyer) almost always keep my PP account at a very low level. I just top it up from one of my banking accounts when I need it to exchange funds. Does that make me a bad account? Or does this give them the "right" to check out what is in my bank accounts?
Unless things have changed recently, you can still spend the money back out of the pp account for expenses....
I don't like pp though.

I did get a follow-up email to the original email a few days later saying they lifted the 21 day holding period from my account. I guess this will only apply to people with a fraudulent activity history. So all is well again in the PayPal world. 
I have a PayPal account and a 2checkout account. I like PayPal better. I don't have enough transactions to warrant something like Authorize.net.
