I like the new submit sitemap to google feature, very nice.

Does this have any bearing on the usual process of submitting new sites to google? I mean if I've submitted the sitempa and then go through the usual process of submitting the url would the site get penalised?

This has been in there since the first version. This has no impact on the normal submission process with your site. Google however just needs to be informed of the sitemap location, after that its automated.
