Is there a way to set up a link for a word doc so it can open or it be downloaded

Word documents cannot be opened in a web browser, but they can be linked to, and you will get the option either to have it opened in MSWord, or download it. Make a text link or a button and link the document to it.

Or convert the document to PDF (there are many free ones out there) then save the PDF into your resources, a PDF can be viewed in a browser and can be downloaded from there. (still needs linking to as Inger says)
