Found It
A bit weird but if you have the "hide items at this breakpoint" ticked the slider handle comes into view. if you untick it, it disappears. I was working on a modal window before so had the box unticked that's why it wouldn't show

It was missing here too, and I reported it last night. But the thing that you tick/untick, is that the one below the element tree? It doesn't do anything for me, either way.

I have experimented a bit. In June we had a CC newsletter with among other things a tutorial for a Foundation side menu.

I built it then, with SD3.5 2979, and now, when I opened it in the new version, there was no handle. So I tried to build it from scratch again, this time in the new version. As soon as I had added the first container and given it the class name off-canvas, the handle went missing. Removing that class name brought it back again. Every time.

It has been reported to CC.

I found that Foundation's off-canvas-content class seems to act in the same way. One has to remove both of the classes from the Off-Canvas-Menu.rsd file to restore the canvas handle.

When I found out what I wrote above, I didn't even get as far as to the next container and class name. And for all I know, there might be more classes that trigger this.
I also tested the Orbit (the component in my sharing folder that I made last year), since they had made some change for it in this new build, but that was ok, the handle was displaying. So obviously there is a difference between a simple 'display: none' and the off-canvas.

I've always just used the white pointy thing right below the break point bar. Didn't they used to call that a slider?

Yes, that is the slider. You can change the canvas size with it, but it is not particularly good at that. The handle works better - if it works, that is...
