They are placed there temporarily 
mostly to show clients where something like the logo will be (as the text says "logo" "AD" etc you can also place your own text there so something like "YOUR LOGO WOULD GO HERE" makes it clearer for clients to visualise what is planned to go where.

but LOL again, thats « elements to have elements », I can add a picture and let the placeholder show the picture word (and I can explain to client « the grey rectangle with picture word will be an image »).
Useless elements (or probably I’m not able to feel the philosophy behind, sorry)

Great idea, let's forget about "ipsum lorem ..."

Well you don't have to use them, they are not useless, they can be pretty useful for some people

From a user standpoint, it's good for putting together a quick mockup for a client. From a programming standpoint, it provides a default object on the page to which the default css is applied.
