There are instructions about converting from RSD2.5 to CSS Grid Layout with fallback for those with browsers not yet working with CSS Grid Layout.
Presumably the time will come when such fallback will be of negligible value, and I'm wondering whether there is, or will be, an automated way of converting Site Designer V3 project files
from Grid Layout with fallback
to Grid Layout only.

I think that some sort of legacy browser will be there for a while. Even recently I came across a (pretty large) company that could not upgrade from XP because of a lock-in with there enterprise system that would need to be totally reworked first. So yea, they were tied to an old IE.
The fallback, not removing it would not hurt at all. If at some point you feel the fallback is not needed anymore, you add all styles to the Feature Query. I do feel however that at that point the design needs a makeover anyway and you would redo the project straight up in CSS Grid (and whatever other cool technology we will have by then).
