I love those pop-up tips in 2019. Seems as if I "lost" them at times. Do I just get them once? I want them every time. What triggers them?

I think having the hints on/off via a setting would be a very good idea.

I personally don't mind the pop up tips. I have been using RSD for years and there are still golden nuggets of things I didn't know about the software.
