Phoenix's site was made with RSD 1.5 and in the Coffeegrinder framework.
If you want to upgrade to Site Designer newest version, you can try to open your old project file in the new app. You will then get a message saying that Coffeegrinder is no longer supported, and you will have the option to convert it to one of the other frameworks (Bootstrap, Foundation or Materialize. Obviously not 'Frameworkless' since it is not actually a framework).
After converting you will have to start working from small to large, 'mobile-up',
and that means starting left of all breakpoints.
But before you do any of this, I would recommend that you remove the breakpoints you have above say 1000 - 1200px. They are not needed. You cannot set an upper limit to the layout, because there will always be some development in monitor manufacturing, and screens will get larger.
