The problem of course with that effect is that it doesn't work on smaller devices that dont' have mouse.
There are plenty of third party things out there for that effect, using Css and or js stuff. Google it and there will be plenty to choose from
You can get something close to that in RSD by using 2 images of the same size placing the second image over the first image setting the opacity of the second image to 0 in regular state then altering the opacity of the second image on hover to 1, play around with transitions or the CSS after exporting to get slower or better fade in out effects.
Remember to inform your client,, it will really only work on desktop/laptops and some of the bigger tablets that have mouse.

Of course the roll over doesn't have to be an image (i just realised) it could be a container or column with a link button centered,,, as long as it's the same size the background colour of the container/column anything you like even semi transparent, still same principle for the opacity on regular and on hover

I experimented with the container route and couldn't get it to work but will try it again. Was aware fo the device issue but you know how clients can be!!!!!
Thanks will continue to play with it.
