I was impressed with how this page header shrinks - then shows a scrolling gauge for where you are at in the body content below. Ideas - is this is possible with Site Designer??

Well anything is possible (as they have done it) but not within RSD without a little bit of help from possibly some custom CSS & JS stuff.

or google "page position indicator" there are quite a few results to take your pick from

but like a lot of articles mention, "Use With Caution" and it isn't fully operational on some browsers

I don't find those reading indicators particularly useful. If it had been possible to click on the bar and go backwards or forewards, then perhaps.
