I can't seem to get the hover to work

I have a series of pictures that I would like to change when mouse hover (realize that it will not work on smaller devices).

I make a picture link - ID it in style pane state - regular - then place the pic. Then I shange it to Hover and place a new pic but it doesn't work. Tries apply to class and ID neither seems to work.

To make a picture change on hover, I would make the image the background to a container, and change that background image on hover.
