Coffeecup's newest tool, Site Designer, can do what you want. The thing is, it is kind of new to most of us here, so not too many of us will be able to give you expert help. You will find some videos to get you started here:

Try to follow the progression in them to learn how to build a basic site.
When you have mastered the basics, you can move on to Bob's videos (link at the bottom of the page I mentioned).
In Site designer you have the option of building with Bootstrap, Foundation or Materialize grid system. There is also a 'Vanilla' kind of system, where you are on your own with setting breakpoints. I think I would recommend Foundation, as most of the users here are utilizing it, and therefore, getting help will be easier.
If you were willing to go 'one step back in time', you could go for Foundation Framer. We can help you with most things there, and we have one of the helpers who has specialized in creating tailored videos for most anything in Foundation.
At a later stage, if you want to 'get back to the future', a project created in RFF can be opened in SD and converted to the new row- and columnless system, still using Foundation classes and attributes.
