State and Country shipping destinations are set in the Taxes section. You can add in other locations by scrolling to the bottom of the Tax Preferences window (or Hide Unused Taxes will shorten the list way down) and use the Edit Location.

SCCP doesn't have any API hooks into USPS, FedEx, UPS or other wise. So you'll have to set your rates in the Shipping section to either Manual or Weight and place in shipping costs there.

I use csv to populate cart. I have a fixed shipping to all lower 48 states for each product. I only collect taxes for California. having hard time getting cart that way. two images to show what I have and what it should be.

The image you have from your site is showing the page after the View Cart screen and mine is of the View Cart page. Once the PayPal link is clicked for check out you get that page. All Shipping and Destination choices are on the View Cart screen.
How mine looks after I click the PayPal link on the View Cart page.

Yes I understand. Maybe I am not explaining myself well enough. I have several thousand products I ship to the lower 48 states. each has a different cost for shipping, but the cost is the same for every state. If shipped to texas or New York the cost is the same. But I must charge taxes to California only. I need the customer to choose the state it is being shipped to so taxes can only be applied to California.

Set the shipping using the Default Shipping (image 1)
For taxes make sure all other states are set to zero and set the rate for California. (image 2)
And on checkout the cart should look like image 3.

When I set the shipping rate (minimum rate at 8.00) it over writes all the shipping rates in the products. Each product has a different shipping cost from 7.81 to over a 100.00. I see no way to do it and collect taxes from California. May be I will just not ship to California.

Thanks for the help guys, I had to reload the csv and made sure the tax% was set to Merchandise , I guess I need to look at that csv to set all products to merchandise. Thanks again.

It sounds like you have two shipping costs associated with each product? One for the product and one for the shipping destination? Are these compounding shipping costs? (i.e product 1 + product 1 shipping + product 2 + product 2 shipping + destination shipping? Or am I just totally not understanding?

I just charge Taxes in California and no other state. Shipping is fixed - Same price for every state shipping cost just depends on the product. The only thing I see that can happen is someone ordering a product that lives in California and does not choose the California button. Thanks

By only shipping to the billing address will help eliminate most all worries for this.
