I have read many posts about offline payments mostly about credit cards and checks but not much regarding Purchase Orders or RFQ's (request for quotes). Is this something that could be done in the current version of Shopping Cart Creator Pro or is this something that may be in the works. 90 percent of our business starts as a request for quote or a purchase order and it is very hard to find a cart with just these functions or these functions along with a credit card checkout for those rare occasions.
Can anyone tell me if they have added a request for quote option or payment by purchase order to their cart and if so how you did it?
Request for Quotes and Purchase...
The new form builder may help you there. You could set up a quotation type form, and soon there will be a payment option for the form too. Keep an eye on the Web Builder thread. They are discussing the new features now, and there is also a chart of all features currently enabled in the Lite version.

Is there some way of passing the selected product values along to the form from Shopping Cart Creator Pro? We would like to receive an email with either the products and the purchase order number or the products and some text telling us it is a request for quote.

There is no way to integrate "with" the Shopping Cart system in SCC programs at all.... but
You can very nicely create forms to put "on/in" your shop site to use as a separate entity from the cart itself. If you are not really needing the actual cart (payment processing) setup of the shop, you might consider using the Catalog feature of the shop instead with a page setup with the form for people to fill out for their quote requests.
The other option is to make it extremely clear on your shop pages, your checkout page, and your product page, that PayPal has a box for a message in it when you check out. This could most likely be utilized for any text message they need to send you which could include their purchase order numbers. Crude I know, but it's possible if I recall on using the PayPal system.
Other than that, I think Bren's idea is the most feasible for your situation rather than an actual cart system to use the Form Builder to create your forms for Quotes and you can incorporate the Shop with the Catalog setup instead of an actual shop, then use a form for ordering that you create with Form Builder.
As Bren mentioned already, the new HTML Form Builder, although in infancy as of yet, will include payment processing capability so you'll actually be able to create forms that allow people to make purchases. I don't know how this will work, but I do know they plan it so it's something to consider also.
