My client wants to use this image on his home page on the cart and have hyper links to various pages from the image. Is this possible?

No that's not how an image make works. An image map is where you take an image and create hot spots that are linked. Example: Take an image of the United States. You could then create hot spots in the shape of each state linked to relevant info about that state. It could be words on the image also but they would only be underlined if they where underlined in the original image.:) Maybe I'm not understanding what your really after.

if you open the file, you will see sentences that start with click here. I would like this to be "hotspots" that will take you to a page. I can easily create it in CC html editor. can i import it into cart designer pro? Or is there another way?

Are you looking to use that entire image in your cart? Seems like it will be confusing having an image that as products with "Add to cart" on them and it doesn't do anything. Are you looking to use only part of it?

I too am confused as to why you are using an image instead of putting the information in the Details part of the cart as you should. If you do the text itself in the cart you can then put the links in as they should be, there's absolutely no need to be using an image like that that I can see.

I am not using the entire image, I have the details laid out in the drop down menu. Some people are complaining that they can't find these links in the menu bar (they probably are too lazy to look) so my client has asked me to put this up in place of the image that I have at present. Whether I think that this necessary or not, he is paying the bills, so I shall acquiesce. Can it be done?

I would use an iframe that either pionts to an image map or hard coded html page.

Well what I am meaning is why use an image at all. All the text you have in that box where you have the links can just be typed into the program for the home page text. There's no need for an image to represent that at all it's all reproducible including the links using text, much easier than dealing with an image for it and an image map. Just thinking you're making more work than is necessary for yourself in order to produce the same results. :)
