Not that you asked, but if you're willing to walk a bit off of the beaten path with a less well known CMS, check out MODX, wherein any static site, responsive or conventional, is a template. The concept is inside-out with respect to Wordpress (for instance): Instead of inserting content into a pre-baked template, you insert calls to pre-baked lumps of encapsulated PHP, substituting these for structural, content and navigation sections in your static site. ANY static site. (I am talking here about the static vs. dynamic distinction on the server side. Client-side scripting is orthogonal, not affected.)
Sorry to seem a fanboy, but I think that RLM together with MODX will make me some money. I am excited about having these in my toolkit.
