Will I be able to use this program as a php editor in place of Dreamweaver 8+?

I'm not sure what you mean but you can edit PHP with the html editor. You can not preview it with the editor though. You have to install a server on your pc like WAMP to preview your php work.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.
