I run XP but the way I set an association is in Windows Explorer. I first open My Computer then click on Tools>File Types>Scroll down to the php extension. If not available add new or check what it opens with and change that to Coffee.exe. I actually have Wordpad opening it so I can quickly view and perhaps copy and paste. You get the chance to browse for the program when you opt for change.
