Are you linking to the resource in the footer ? Sometime plugins need to come after jquery. I would open your html page after export and see where wow.js is ending up. Could be a bum file.....
Break on through to the other side

yep, it has been in the footer and I'm linking to it before the wow init code. I don't move it when I go from the CDNJS link to the local file link. Nothing changes except for the new location that I link. I'll try re-downloading the file. If I keep on having problems I'll just stick to the CDNJS link. I know it's hard to see when I don't post anything for anyone to look at! lol sorry about that. I was in the process of posting something when the CDNJS linked version worked.

Thanks again! much appreciated for the feedback here.

Ok, well... you nailed it... I'm a idiot for never checking my local file and sure enough it wasn't good. I just downloaded it from the CDNJS site as I knew that one was working and now it's working as expected.

Thanks again for sticking with this issue for me, everyone has been a great help here.
