This has been an annoyance since the original site designer. I'm trying to add a new DOCTYPE to the designer since the default and strict essentially are inadequate. Case in point, using just the designer, the graphics we use in the designer are out of sync in preview or live in either IE6 or FF3. I fixed this by cut and pasting my own DOCTYPE into every html file created by the designer:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/2002/REC-xhtml1-20020801/DTD/xhtml1-transitional.dtd">
This doctype is far better and works in all browsers and across all versions. It would be awesome if you allowed adding custom doctypes. It sucks when I have to make this change across 20 pages.

Visual Site Designer V 5.9.4 DOCTYPE...
It might be might be a good idea to put that in the features request area. I know that it's still not fun, but if you have CC html editor, it can search and replace for multiple files.
To have a custom doctype might be be great for some.I just like the fact VSD offers 2 different doctypes, unlike another designer that I tried that only uses:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
With the above doctype from the other designer, smoothbox, moviebox, and other lightbox/display scripts look like crap.
