For a long page how best to set a return or to navigation to various parts of a page. I am fiddling with the
anchor tag in html boxes. I cannot think of a more elegant way or indeed if there is any other method.

Depends a lot on what the content is. If it's something like a Frequently Asked Questions, you can use a script to give them a collapsable/expandable setup rather than anchor links, but if it's basically just a long page of information, anchor links work pretty slick for the most part and are easy to setup too.
