Is there a way to use CSS Sprites in VSD?

Just a wild guess... but if the code will go in <div> and/or <script> tags it should work in VSD.
Between the Edit > Edit Header, Edit > Add Files and Insert HTML tool, you can put just about anything into VSD.

Maybe Eric has experimented with this?
