Hi John,
Yes, most people start with RSD to design the site, then use either RSD’s built-in publishing or a separate FTP client to upload. If you're adding pages daily, you don't have to republish the whole site — just export the new page and upload it manually via FTP. It’s a bit more hands-on than Dreamweaver but gives you more control.

Russi's post assumes that you are creating all the pages exactly the same way, with no new images, no change of sizes, margins, or padding, and no pages with any new content that needs a different layout, additional CSS, extra JavaScript, or new menu items.
My component collection (link in the signature) has many pages that are nearly the same as some of the previous pages, but when I upload new stuff, I always upload the CSS folder, the image folder, and if I have used some new JS, then also the JS folder. And since I use symbols for the navigation, I also need to upload all the HTMLpages anew.
In other words, it depends on how your site is constructed and what you are adding to a new page.
