10-12 years ago I wrote a website (gratis) for a once-a-year amateur golf tournament the proceeds from which all go to support a scholarship program, which is to say there shouldn't be a lot of $ spent on a rewrite. Everyone involved is a volunteer. I haven't been able to find anyone who is willing to do a rewrite, which leaves me, I guess. I have nothing but good things to say about the current hosting company and the very inexpensive account includes emails, email list capabilities (which I use for press releases during the tournament) and mysql. I already own most of the CC software so that isn't a cost consideration. I use the form builder for one free S-drive form, used for golfers from all over the world to submit their resumes in hopes of getting an invitation. Enough of the background stuff!
I would like to do the new site using S-drive but need to keep the old url going as it is already established, the committee email addresses are known (what a pain to change even a personal email address), and the tournament runs on an Access/mysql database housed there. One advantage to using S-Drive, I think, would be the ability for others to stream updates. Is there a way streaming can be done if I just rewrite it where it is, using CC software? Also, if a rewrite is done, I think it should be responsive, as most of the college students are using phones to access the site--if I start on a rewrite now, how much trouble will it be to make it responsive when the new program comes out? Should I wait to begin?
Any comments, suggestions, advice? Any help would be appreciated!

My advice is that if you have time to wait for the new RLM programme, you should. I think it will be very hard to transform a static site into a responsive one using that programme, unless you are prepared for yet another rewrite. 
If someone wants to prove me wrong here, they are welcome to it.
It is of course possible to make a responsive site without using a layout programme, but that will take quite a bit more work.

I'm also wondering about that mysql data. You won't be able to use that on S-Drive.

The mysql database isn't used by the website so that isn't a problem. Mysql is included in the hosting account--the tournament runs on an Access database program that uses the mysql files as the backend. That way all of the committee have access to the same up-to-date datafiles.
