CoffeeCup Html Editor. It has a built-in FTP client. If you need a stand-alone one, Direct FTP should do the job. You can download trial versions of both and see if you like them.

pS: I didn't think it would work on iPad 2 as it Runs On: Windows 7, Vista, XP but nothing states Mac

You didn't mention that your Ipad was running Mac. Well, CC are working on Mac versions of their software, but I don't know when they will be released.
