You should take a look at this artical, http://gtmetrix.com/leverage-browser-caching.html

I'm aware of it, and how I tweak it when using Wordpress, but this site at http://www.PlanetaryBillOfRights.org/ was made strictly with VSD and hosted at my local ISP's site, which is non-PHP or anything, so I have no idea how to change it in VSD and get it to consistently upload.

Does VSD have the equivalent of an accessible .htaccess file, for example?

Ok, downloaded and site made, there does not seem to be a htaccess file or anything of the sort. I am not the best authority on VSD. But I know with normal web pages, if you need a htaccess file, you can create one and place it in the directory. I will have to say, I will have to leave this question to someone that knows more about VSD...

The .htaccess file has nothing to do with VSD or any other site builder. It resides in the public_html folder on the server and gives various instructions, but it isn't mentioned or referenced in any html file.

You can alter a .htaccess and add to the root of your site with VSD but I recommend using an external ftp client for these types of files.
I can't hear what I'm looking at.
It's easy to overlook something you're not looking for.

Some ftp clients are not able to handle 'dot' files, that is those that have nothing in front of the . The trick then is to name the file htaccess.txt, upload it and change the name after uploading. CC Direct FTP can handle dot files, though.
