I would assume so. One thing that I found to be cheaper then getting individual licenses is to sign up with Microsoft MSDN. With that you get almost as many license keys you like and access to every version of Windows back to version 3.11

Note that the free VPC images are released about every three months, when the previous releases are due to expire. These provide the easiest and most stable and accurate testing environments I have found for previous IE versions.

I know IE 8 has an IE 7 mode that some like to use for testing, but things that work in IE 8's IE 7 mode don't always work in the real IE 7.

IETester may be an option if your PC can't run Virtual PC. I tried it with Vista, but it's IE 6 renderings weren't reliable enough. That was a few months ago, so it may have been improved.
