Can i create navigation buttons on home page that will appear on all my pages.

Yes you can. If your using VSD just make all your navigation buttons on the index page then hold down the shift key and select each one then right click and select copy or ctrl + c. Then go to all your other pages and right click and select paste or ctrl + v. If your using th HTML editor just copy the code for the navigation buttons to each page.:)
I can't hear what I'm looking at.

Or you could use the flash menu builder.

Better then the flash menu builder (in MHO) is the css menu builder in the html editor.
After you've built your menu, it's just a matter of placing the code via the html box in VSD.
After you have it where you want it on one page you can then follow Eric's instructions of copy/paste for the other pages.
Simple.
